“Is Navy OCS competitive?” is the wrong question, because OCS is not one queue. Intel, aviation, supply, SWO, cryptologic warfare, CEC and the rest each run their own selection boards, with their own quotas and their own selection rates, in their own cycles. A package that is uncompetitive for one community is comfortable for another — and the single most common mistake I see is someone deciding their package is weak when it is really just aimed at the wrong board.
So the order of operations is backwards from what most people do. Pick the community first, then judge the package against that community’s board — not the other way round. Everything below is organised that way: what the job is actually like day to day, and what its board tends to want.
Intelligence
The community people romanticise most and understand least. The clearance and the SCIF change your daily life in ways that are rarely mentioned in recruiting material, and the sea/shore rotation is the part worth understanding before you commit.

Aviation — pilot and NFO
The most heavily contested pipeline, and the one where the numbers on your package matter most, because the ASTB-E gives the board a finer-grained score to sort on.

Surface Warfare
The largest unrestricted line community, and the most reliable route to a commission — which cuts both ways. It is the easiest board to be selected by and the hardest job to be unprepared for.

Staff corps and restricted line
The communities that get the least attention and often have the most reasonable selection rates, because far fewer people apply. If your degree is in one of these fields, this is usually where your package is strongest.

Choosing, and changing your mind

- Where the Coast Guard compares favourably — an honest look at the service most Navy applicants never seriously consider.
Two things worth carrying away. First, selection rates move every cycle — a community that was hard to get into three years ago may be undermanned now, and your recruiter can see the current board results in a way no article can. Second, a designator is a career, not a job. The right question is not which board you can pass, but which of these you would still want to be doing at ten years.
