What that changes is the arithmetic, not just the paperwork. A conventional buyer putting nothing down pays mortgage insurance every month until they have enough equity to cancel it. A VA buyer does not pay it at all. Over the years you are most likely to hold the house, that gap is usually larger than any rate difference you were negotiating over.
